Well it depends really, what kind of peerage. A hereditary one we already have in place, but we could have the other kind which is the Monarch choosing titles for certain people. These titles can't be inherited by the peer's children.

Thats what I'm talking about. I have some ideas, along with your own.
Carneth rules as an Monarchy, however new taxes and military drafts must be approved by the majority of the Council.
The High Council of Carneth - All appointed by the king, however can't be dismissed unless a majority of the council agree with a motion to do so with the exception of High Chancellor.
Lord High Chancellor of Carneth - Personal advisor to the king and his voice on the council, highest appointed position by the king, however can be releaved at any time king. (Godfrey Amallen, High Chancellor of Carneth, current holder. Created by Aneira.) Lord President of the Council - Oversees meeting with other lords, and meetings with lords who sits on the council. Approves official mandates from the king or High Chancellor. Lord High Commander - Oversees the Military of the kingdom Lord High Treasurer - Oversees the Treasurey and expenses of the kingdom. Lord High Chief Justice - Oversees that the King's law is enforced throughout the kingdom Lord High Chamberlian - Oversees the king's personal estates and lands.
Avaria rules as an Absolute Monarchy
The Royal Cabinet of Avaria - These men act as the will and law of the king, the function as advisors and carrying out his orders throughout the kingdom.
Lord Minister - Chief advisor to the king, oversees and advises on all affairs of the kingdom.
Keeper of the Seals - Oversees the administration of the courts and the king's law. Also supervises the prosecution of criminals and their imprisonment.
Lord Marshal - Oversees official ceremonies of the kingdom, the king's estates, and oversees the genelogy of nobles within the kingdom.
Lord Treasurer - Oversees the Treasurey and expenses of the kingdom.
Field Marshal - Oversees and advises on matters of the military.

It seems as if we are going in the English based direction. Historically, in England the medieval days before the Baron's War when King John I signed the Magna Carta (The Great Charter), the Monarch had supreme control over the Kingdom with the exceptions of the certain titles: Lord Marshal, Lord Chamberlain, and Lord Admiral. All of these titles were appointed by the Monarch and controlled by him. After the Magna Carta was signed and a parliamentary system was set in place, then those titles as well as High Chancellor was as you have described for Carneth with the exception of Lord High Chief Justice, since the duties belonged to the Lord Marshal.
A medieval absolute Monarchy is similar to as you have described, but not quite. There was no cabinet, just a Privy Council. They were a collection of Nobles of whom the Monarch believed he had full allegiance in and were appointed/removed by him at will. They were to advise the King as well as to carry out his will. There was no Lord Minister or Lord Treasurer since those duties belonged to the Lord Chamberlain, who was usually a religious figure. The Lord Chamberlain also had the duties of Lord Marshal, as you have written. The Lord Marshal was in charge of the army, all criminals, etc. The Keeper of the Seals was the one in charge of all the documentation of all Nobles as well as the King's Library. They also had a Lord Admiral.
So it depends on if we want a historically accurate approach to this, as I have written, or something new.
BTW: The Lord Admiral was the commander of the Royal Fleet (Royal Navy)

I did not intended these to be accurate and Avaria's in particular are based on the Habsburg Monarch (Austria). Thus the Lord Chief Justice and Marshal always existed because they were part of an Austria system. Likewise Carneth, is a combination of French and English systems. I was aiming to give something that was not based RL, and give the kingdoms both a slightly different system.
